I.B.E.W. Local #90 Business Manager Frank J. Halloran, 53, of North Haven passed away peacefully in his sleep at home on Sunday, July 5, 2015. Beloved husband of twenty four years to Theresa Clinchy Halloran. Frank was born in New Haven on November 11, 1961; son of Frank R. and Sally D. Fredericks Halloran. He graduated from Notre Dame High School, attended Southern Connecticut State University and was a graduate of the Apprentice Program for I.B.E.W. Local #90. Frankbegan as an apprentice in 1981 and completed in 1986, served as a member on the Examining Board and then the Executive Board. He became President in 2001 and served until he was elected Business Manager in 2010. He was Officer for the New Haven Building Trades, member of the Connecticut Taft Hartley Coalition, member of the State Licensing Board, Chairman of Local 90 Trust Funds, member of the National Coordinating Council for ADT, Chariman of Local 90 Joint Apprenticeship Training Committee, Chairman of New Haven Construction Workforce Initiative II and Chairman of Local 90 Political Action Committee. Frank held a black belt in karate, was instrumental in the development of the North Haven High and Middle Schools, was active with North Haven Athletics and was a New York Giants fan. Father of Michael Francis Halloran and Daniel Kenneth Halloran. Brother of James (Jennifer) Halloran, Rob (Devida) Halloran and Paul Halloran. Nephew of Claire Halloran. Also survived by nieces, nephews and his faithful dog Kayla.
Family and friends are invited to go directly to St. Therese Church, 555 Middletown Avenue, North Haven on Wednesday morning at 10:00 to attend a Mass of Christian burial and are also invited to attend the committal services immediately following in All Saints Cemetery. The visiting hours will be Tuesday from 3 to 8 pm at the North Haven Funeral Home, 36 Washington Avenue. In lieu of flowers, memorial contributions may be made to the Frank J. Halloran Son’s Education Fund through the funeral director or the North Haven High School Athletic Department, 221 Elm Street, North Haven, CT 06473.

My thoughts and prayers are with the Halloran Family.Frank was the best there was.Frank worked with me as a Local 90 apprentice.He was a skilled Electrician and fun to work with.I'm shocked beyond belief at his passing Like a father shouldn't be around to see his son die a journeyman shouldn't see his apprentice go before him and that's about how deeply I feel about this.

Condolences to the Halloran Family on the passing of Frank. Frank, as Business Manager, always searched for ways to improve the wages, benefits and working conditions of his membership. Frank supported, assisted and worked with all unions in the AFL/CIO and the Building Trades in the Union Labor Movement. Although I only knew Frank for the last 3/4 years, it was like I knew him much longer than that. He had such a friendly and kind demeanor about himself and it seemed like he always had a smile on his face and a story to tell.
